This white paper presents an overview of AI policy and AI ethics education in the Asia–Pacific region, based on an international comparative study conducted by Clarivate. It examines shared challenges and proposes recommendations to support the responsible use of AI in higher education.
The report analyzes AI-related policies, educational guidelines, research trends and teaching practices across seven countries and regions: Mainland China, India, Japan, Malaysia, Singapore, South Korea, and Taiwan. Taking cultural and linguistic diversity into account, it identifies common issues that universities across the region face when integration AI into education.
In addition, the white paper highlights challenges such as differing perceptions of AI-related risks across disciplines and generations, language bias in AI models, and delays in faculty development and interdisciplinary collaboration. Based on these findings, it presents six recommendations for higher education institutions and policymakers to support the responsible and inclusive AI use.
